Parking Deck Wins International Award
The Franklin Street Parking Deck has been recognized by the International Parking Institute (IPI) with the Award for Architectural Achievement, which is IPI’s highest award of excellence. The award will be presented Tuesday, May 21 at the IPI Conference & Expo in Fort Lauderdale, Fla.
The parking deck opened last year and is attached to the Robert C. Williams Business Center. Designed with the public’s safety in mind, the parking deck is equipped with many safety features, including lighting that is 2.5 times brighter than state standards; the first floor of the deck, in fact, has 19-foot ceilings that allow for a more open and even distribution of lighting. There are security cameras inside and outside of the facility, a glass elevator and stairwell and emergency call boxes on each level that are directly linked to 911 police dispatchers. All of the special safety considerations were included in the design, specifically toward creating a user-friendly, highly visible facility. It was built with a 75-year service life, using poured-in-place construction (versus pre-cast), minimizing annual maintenance costs.
The structure includes several other purposeful and thoughtful aesthetic features, such as a brick façade that is similar to other downtown buildings.
The parking deck has nearly 300 spaces and is within walking distance from numerous downtown restaurants and shops; it has been a welcome addition during the Dogwood Festival in April and the International Folk Festival in September, both of which are Southeast Tourism Society Top 20 events.

About the Downtown Renaissance Plan:The current study updates the 2002 Renaissance Plan, a 10-year plan that has largely been implemented through streetscape improvements, the 300 Hay housing development, the Franklin Street parking deck and several other projects. The process to update the Renaissance Plan began in 2012 in order to establish new goals and action items for the next 10 to 20 years.

Pamper and Celebrate Mom on Mother’s Day Weekend!
We should thank our mothers often for the love she gives, but for the cooking, cleaning, toting around, driving around and more, she definitely deserves a special day and this year, downtown has a few special things to help you. As you are looking towards the weekend, make plans for the most important woman in your life, or your children’s lives so she feels special.
Here are a few ideas (and by no means is this a complete list!):
- Make reservations at her favorite lunch or dinner spot. In addition to their regular weekend hours, we have the skinny on a few specials including Circa 1800 at 108 Person Street offering a brunch from 11 to 3 on Sunday; Pierro’s Italian Bistro at 217 Hay Street is accepting reservations and will be giving out carnations for mothers and mothers-to-be and Marquis Market at 116 Person Street will be hosting a brunch from 11:30 to 3:30 on Sunday.
- Pick out the perfect gift including accessories, jewelry, handbags and more. And if you are looking for yet another reason to shop downtown, check out these specials:
- Shops at 123 Hay Street is offering sales throughout the entire store for Mother’s Day weekend
- White Trash & Colorful Accessories at 223 Franklin Street is offering a free mirror with purchase or gift card ($10 and over)
- So Chic Bebe at 120 Hay Street is offering free carnations to the first 50 children in the store on May 10-11. One carnation will include $20 in So Chic Bucks, which can be spent in the store.
- Rude Awakening Coffee House at 227 Hay Street is offering a free t-shirt with a purchase of a bag of coffee or a gift card ($10 or over)
- Ah Ha Nail and Spa at 308 Hay Street, Suite I, is offering a Kissed by a Rose special, which is a mani/pedi for $32 with chocolate covered strawberries. Appointments only.
- Moonstone Jewelry at 306 Hay Street is offering 10% off total purchase or 20% off on special orders.
- Get active with Mom. The Climbing Place at 436 W Russell Street is letting all moms climb for free including climb time and gear rental on Mother’s Day and Fascinate-U Children’s Museum at 116 Green Street is offering a free Mother’s Day craft on May 11 and free admission for all moms on Mother’s Day on May 12.
- Make memories that last forever! Take the opportunity to go have photos made in Cross Creek Park, Linear Park or along the streets in the historic district. Find a photographer and get those important yearly photos made while things are in bloom.
- Pamper mom and let her have some fun. This may go without saying, but what about a gift certificate for a hair salon like Fusion, Joely’s, Beautiful Transitions, Emphoria, Showin’ Love and more along with a promise to watch the children while she goes to get pampered along with an extra hour or two to meet friends to paint at Wine and Design or Greg’s Art, Pottery and Gifts. Or you could let her know that The Wine Café at 108 Hay Street is hosting a Mom WineSpa on May 10 from 6 to 8:30 p.m. so we can pamper Mom! This free event includes an evening of great wines tasting, massages by friends at The Sanctuary at Cedar Creek Spa and sweet treats by The Sweet Palate, opening soon in Downtown Fayetteville. Also, order today a basket for the wine lover mom!

About the Downtown Renaissance Plan:
Fayetteville is updating its Downtown "Renaissance Plan," establishing new goals and action items for the next 10 to 20 years. The current study will update the 2002 Renaissance Plan, a 10-year plan that has largely been implemented through streetscape improvements, the 300 Hay housing development, the Franklin Street parking deck and several other projects.
The downtown planning area extends approximately one mile in all directions from the Market House, encompassing 3,000 acres. Fayetteville State University is also within the planning area, as is a portion of the Cape Fear River, representing two very important components of the emerging downtown strategy.
"Thanks to the 2002 Renaissance Plan, Fayetteville's downtown is experiencing a historical transformation," Mayor Tony Chavonne said. "Considering that our citizens and small businesses have invested millions to revitalize our downtown, the three-day storefront studio in December 2012 was Fayetteville's recognition that the success of downtown hinges on our citizens."

Municipal Service District Renewal
On June 26, 1978, the Fayetteville City Council created a Municipal Service District for the downtown area pursuant to Article 23, Chapter 160A-536 of the North Carolina General Statutes. The purpose of the Downtown Municipal Service District is to finance and support downtown activities in addition to or to a greater extent than those activities financed, provided or maintained for the entire city.
The Fayetteville City Council held a public hearing on Monday, March 25, 2013 for the re-authorization of the Municipal Service District. The public hearing was closed and this item was tabled until the next Fayetteville City Council meeting on Monday, April 8, 2013 at 7 p.m. at City Hall, at which time the Fayetteville City Council will be considering action on the re-authorization of the district.
The attached map below illustrating exempt and non-exempt properties within the MSD property boundary, which was requested at the meeting, was directly mailed to all property owners within the MSD boundary. It is also on the Downtown Fayetteville website at http://www.visitdowntownfayetteville.com/downtown_development/municipal_service_district.aspx.
